“安全困境”概念辨析

上海龙凤1314 shlf  Press,1997,p.9.)近年来国内有学者在相关研究中对“安全困境”这一概念也有所述及，但迄今仍缺乏对其全面而又详细的分析。笔者不揣冒昧，试在此方面作一尝试以求教于学界。

上海龙凤1314 shlf　　“安全困境”所描述的情形古已有之，最早可追溯到有文献记载的公元前五世纪。其时古希腊历史学家修昔底德在其名著《伯罗奔尼撒战争史》中写道，正是“雅典力量的增长以及由此导致的斯巴达的恐惧使得战争无法避免”。(注：Robert  Lieber,NoCommone  Power:understanding  international  relations,New  York:Harper 

上海龙凤1314 shlf Collins,1991,p.6.)按照学术界的共识，首先对“安全困境”这一概念进行阐释的则是英国历史学家赫伯特·巴特菲尔德(Herbert  Butterfiled)和美国政治学家约翰·赫兹(JohnHerz)。(注：See  Herbert  Butterfield,History  and  Human  Relations(London:Collins,1951);John  Herz,Political  Realism  and  Political  Idealism(Chicago,IL:Chicago  University  Press,1951).)巴特菲尔德称之为“霍布斯主义的恐惧”(Hobbesian  fear)，赫兹则是学术界用“安全困境”这一术语概括此类情势的第一人。两位学者一致认定“安全困境”这一概念的本质是一个“悲剧”(tragedy)。巴特菲尔德在《历史与人类关系》中认为：“即使没有任何一个蓄意出来危害世界的大恶人的干涉，历史上最大的战争也可能爆发。它最有可能在两个急于避免任何冲突的两个大国之间爆发。”(注：Herbert  Butterfield,History  and  Human  Relations,pp.19—20,quoted　from  Paul  Roe,“Misperceprion  and  Ethnic  Conflict:Transylrania's  societalsecurity  dilemma”,Review
