浅议如何推动中小学走上素质教育（www.xfhttp.com－雪风网络xfhttp教育网）办学轨道（上）

摆脱“应试教育（www.xfhttp.com－雪风网络xfhttp教育网）”束缚，走上素质教育（www.xfhttp.com－雪风网络xfhttp教育网）轨道，是当前基础教育（www.xfhttp.com－雪风网络xfhttp教育网）改革的基本任务。这是因为，全面提高国民 素质，是我国经济持续发展、社会全面进步的迫切需要，是我国在21世纪世界范围激烈竞争中赢得战略主动地 位的迫切需要，也是由基础教育（www.xfhttp.com－雪风网络xfhttp教育网）的性质、任务所决定的。提出使中小学摆脱“应试教育（www.xfhttp.com－雪风网络xfhttp教育网）”束缚，走上素质教育（www.xfhttp.com－雪风网络xfhttp教育网） 轨道，正是针对教育（www.xfhttp.com－雪风网络xfhttp教育网）自身存在的弊端同社会发展和人的自身发展需要之间存在的严重矛盾所采取的对策，具有 鲜明的方向性和针对性。

有些同志不理解，为什么在强调全面贯彻教育（www.xfhttp.com－雪风网络xfhttp教育网）方针，实施“全面发展教育（www.xfhttp.com－雪风网络xfhttp教育网）”的同时，还要提出使中小学摆 脱“应试教育（www.xfhttp.com－雪风网络xfhttp教育网）”束缚，走上素质教育（www.xfhttp.com－雪风网络xfhttp教育网）轨道的问题呢？这就需要弄清楚素质教育（www.xfhttp.com－雪风网络xfhttp教育网）同全面发展教育（www.xfhttp.com－雪风网络xfhttp教育网）之间究竟是什么 关系？我觉得，对此可以从以下三个方面进行分析：（一）素质教育（www.xfhttp.com－雪风网络xfhttp教育网）要求全面提高国民素质，同教育（www.xfhttp.com－雪风网络xfhttp教育网）方针规定 的使受教育（www.xfhttp.com－雪风网络xfhttp教育网）者在德、智、体等方面全面发展，是完全一致的。（二）提出素质教育（www.xfhttp.com－雪风网络xfhttp教育网），使基础教育（www.xfhttp.com－雪风网络xfhttp教育网）根据教育（www.xfhttp.com－雪风网络xfhttp教育网）方针 规定的培养目标更加具体化了。即：(1)要求面向全体，使每一个受教育（www.xfhttp.com－雪风网络xfhttp教育网）者都能在自身基础上得到发展；(2)要 求从思想品德、文化科学、劳动生活、身体、心理等方面，为国民适应社会需要，获得生存与发展能力打好基 础；(3)要求为受教育（www.xfhttp.com－雪风网络xfhttp教育网）者能够生动活泼、主动发展创设条件；(4)要求不仅使受教育（www.xfhttp.com－雪风网络xfhttp教育网）者在共性上得到发展，而且 个性也能得到健康发展。（三）根据素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的目标，构建素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的教育（www.xfhttp.com－雪风网络xfhttp教育网）体系，创设素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的环境，完善 素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的方法，建立素质教育（www.xfhttp.com－雪风网络xfhttp教育网）的评价机制，才能使教育（www.xfhttp.com－雪风网络xfhttp教育网）方针的规定全面落实。至于提出中小学要摆脱“应试 教育（www.xfhttp.com－雪风网络xfhttp教育网）”束缚问题，是因为这种单纯为适应高一级学校选拔新生需要，以“应试”为目的的教育（www.xfhttp.com－雪风网络xfhttp教育网）训练活动，一直 干扰着教育（www.xfhttp.com－雪风网络xfhttp教育网）方针的贯彻，把为全面提高国民素质奠定基础的教育（www.xfhttp.com－雪风网络xfhttp教育网）扭曲成
